Washington DC, United States: The Central Intelligence Agency (CIA) is all set to launch its own AI tool, which will look like “ChatGPT.” The tool will have similar features to Open AI – a popular chatbot.
According to the reports shared by Bloomberg, this newly launched Artificial tool will provide better access to open-source intelligence. It is to be noted that open-source intelligence (OSINT) is the collection of data that is gathered or collected through open sources to form actionable intelligence.
Reportedly, the CIA’s Open-Source Enterprise Division will be developing this technology. Approximately 18 agencies of the US intelligence community will operate through this technology. These agencies will include the National Security Agency (NSA) and the Federal Bureau of Investigation (FBI).
Regarding this new tech, Bloomberg has interacted with the director of the division – Randy Nixon. During this productive interaction, Nixon stated, “We’ve gone from newspapers and radio to newspapers and television, to newspapers and cable television, to basic internet, to big data, and it just keeps going.”
He further added that the authorities have to find the needles in the needle field.
According to the reports by Bloomberg, this tool, which will be known as intelligence analysts, will help in finding the original source of the information. The source will be answered if any question is asked.
Nixon clarified that this tool would ‘not’ be available to the general public or policymakers. He further stated that this tool would be for the agencies that closely follow US privacy laws.
Bloomberg has reported that the CIA has not openly stated what model it will use to underpin the tech. It is anticipated that the agency will use the tool to protect confidential and important information from leaking.
It is worth noting that this tool is a step by the United States to become a global leader in artificial intelligence (AI). The efforts are essential to compete with China, as per the reports.
Artificial Intelligence (AI) war between the US and China:
With the rising popularity of AI tools like ChatGPT and OpenAI, the heated technology competition has also commenced between the two biggest economies of the world. Multiple reports suggest that both countries are now racing to top the ranking of the “best country with artificial intelligence.”
According to analysts, currently, western countries are ahead of their Chinese counterparts in terms of AI development. However, it is to be noted that Beijing is ahead of Washington in terms of putting AI regulations. The authorities of China have been regulating some uses of AI, especially those that provide general public access to make their own content.
In this regard, some China-based companies have also made their own AI rules. For instance, a Chinese company has made an application named Douyin – the national version of TikTok. Accordingly, the app requires AI-generated content to be labeled and anyone posting on the platform to register their real identity.
However, a recent study conducted by Ding suggested that most of the models developed in China are at least two years behind the large language models developed in the United States. This gap has been regarded to be challenging, even if the regulation adjustments are in the hands of American authorities.
The reports have suggested that this gap is one of the major reasons behind the failure of some major Chinese firms to attract top engineering talent in the world. This is because many individuals prefer to work in an environment that has the resources and flexibility to experiment on frontier research areas.
Some of the learning from Beijing’s AI regulations:
Various analysts claim that there is a lot to learn from the AI regulations implemented by the Chinese authorities, including labeling AI-generated content, protecting personal information and alerting the authorities if any dangerous capability is developed by an AI.
However, these regulations are a burden for Chinese AI companies.
